2024 EBJ Business Achievement Awards

About the 2024 EBJ Business Achievement Awards: In October-December 2024, Environmental Business Journal solicited nominations for the EBJ Business Achievement Awards. Nominations were accepted in 200-word essays in specific categories. Final awards were determined by a committee of EBJ staff, EBJ editorial advisory board members and regular contributors. BUSINESS ACHIEVEMENT: SMALL FIRMS 

MTS

Marine Taxonomic Services, Ltd. (MTS), a marine and aquatic consulting firm, achieved record-breaking profitability and revenue in 2024, with revenue exceeding $5.7 million, a 50% increase year over year. Notable accomplishments included in-water instrument deployments to evaluate offshore wave energy in Oregon, and the launch of the final phase of the largest aquatic invasive species project in California. MTS managed the Rapid Response and Eradication Program for the removal of Caulerpa prolifera from San Diego Bay and Newport Harbor, self-performing the entire $5-million project end-to-end, including design, implementation, and reporting. Also during the year, MTS employed innovative tactics such as helicopter-assisted removal of over 1 million pounds of rebar, to protect sensitive marsh habitat. Recognition is also due MTS for its part in a hard-earned victory to remove polluting lead cables from Lake Tahoe. Thirteen years ago, eight miles of abandoned telecom cables were discovered to be leaching lead into Tahoe Basin’s drinking water source. In September 2024, the telecom company finally agreed to remove the cables.

 

BUSINESS ACHIEVEMENT: SMALL FIRMS 

GE3S

GE3S, based in Abu Dhabi, UAE, has solidified its position as a leading sustainability consultancy, achieving remarkable growth and groundbreaking achievements in 2024. With an impressive 20-30% increase in revenue and profits, GE3S has expanded operations to India, Saudi Arabia, and the United States, hiring over 20 full-time experts from diverse geographies, including top-tier talent from the Indian Institute of Technology (IIT) Bombay, India’s premier research university and technical institution. Notable 2024 accomplishments in green building consultancy include securing LEED certification projects from Dubai Police for their 33 buildings, LEED Platinum projects from Environment Agency Abu Dhabi (EAD) for four buildings and LEED projects from FAEC KSA (Kingdom of Saudi Arabia) for eight buildings. For ADES, one of the largest market-cap companies in KSA, GE3S developed a comprehensive Scope 3 strategy, procurement decarbonization plan, ESG ratings, and KPIs. Additionally, GE3S delivered ESG reports for Eshraq Investments and Al Maha Petroleum, Oman’s largest oil company.  

 

BUSINESS ACHIEVEMENT: SMALL FIRMS 

Marstel-Day, LLC

Marstel-Day, LLC continued to demonstrate strong financial performance and organic growth with both revenue and net income increasing more than 60% year-to-year for total revenue of $14 million in 2024. Marstel-Day staff also grew, expanding the firm’s expertise in ecosystem restoration, master planning, NEPA, conservation, architectural history, archaeology, and community outreach and engagement. From 2022-2024, strong organic growth increased revenues by over 150%, net revenue by over 100%, and EBITDA by over 400%. Furthermore, Marstel-Day has tripled contract backlog to $35 million over the past two years. Growth in profitability in 2024 was primarily due to the significant increase in revenue while maintaining and lowering overhead costs. Growth in revenues and staff was primarily due to new contract awards with the Department of Defense (U.S. Army Corps of Engineers, Army, Air Force, Navy, Marine Corps, Army Guard, Air Force Reserves, and Office of the Secretary of Defense) and Department of Interior (U.S. Fish and Wildlife Services, Bureau of Land Management, and National Park Service). Key service areas of growth included ecosystem restoration, coastal resilience, NEPA, cultural resources, master planning, encroachment, asset management, and landscape conservation planning.

 

BUSINESS ACHIEVEMENT: SMALL FIRMS

SC&A, Inc.

SC&A, Inc., an employee-owned small business with over 40 years of expertise, has had significant growth over the past couple years with revenue up from $12 million in FY22 to $16 million in FY23 and $20 million in FY24. SC&A anticipates revenue of more than $30 million in FY25. This growth has been coupled with diversification of services from the firm’s historical focus on the nuclear industry, with more than $100 million in contracts from EPA’s Office of Water, supporting the inventorying of lead service lines and providing technical assistance to identify water challenges; developing plans; building technical, managerial, and financial capacity; and developing application materials to access water infrastructure funding.

 

BUSINESS ACHIEVEMENT: SMALL FIRMS 

Surf to Snow Environmental Resource Management

In 2024 Surf to Snow Environmental Resource Management (S2S) experienced a 44% increase in headcount and a projected 20% increase in revenue compared to 2023. This growth was a result of: three MSAs with Pacific Gas & Electric in Environmental Planning and Permitting, Erosion and Sediment Control, and Stormwater categories; one MSA with Southern California Edison in Environmental; and a 20% increase of federal work with projects for the Western Area Power Authority’s Electric Transmission project into Beale Air Force Base and the biological support of the National Parks Services rehabilitation of the wharfs at Alcatraz Island. S2S also expanded its Construction Services with the acquisition of Planned Environments. S2S made technical strides with its monitoring and field survey system Wingspan that enables real-time data capture via mobile devices, Esri GIS tools, and EXIF photo technology. Integrated with Salesforce and Esri Dashboards, Wingspan automates reporting, streamlines workflows, and provides actionable insights, often reducing processing times from 24 hours to 2 minutes and greatly enhancing statewide monitoring efficiency.

 

BUSINESS ACHIEVEMENT: MID-SIZE FIRMS

CIS, LLC

CIS, LLC reported 84% revenue growth ($70+ million in 2024 up from $38 million in 2023) while leading many of the nation’s largest climate adaptation programs. A spin-off from Corvias Group in July 2023, CIS has expanded with new offices in Sacramento, Seattle, Ann Arbor, and Milwaukee, all while being led by a new management team for the past two years. CIS is a national leader in public infrastructure solutions, focusing on environmental, economic, and social improvement through local economic inclusion, equity, and community investment with expert advisory services in environmental finance, climate resilience, and water affordability. CIS embraces diversity, with nearly a third of leadership being BIPOC and nearly half women, creating a rich culture of innovative solutions. Key achievements included: Delivering over $450 million in outcomes-based green, resilient infrastructure; Subcontracting over $250 million to minority-, women-, and disadvantaged-owned businesses; Developing mentor-protégé programs with over 50 small businesses; and Opening access to project financing through CIS’ ESG-based credit facility.

 

BUSINESS ACHIEVEMENT: MID-SIZE FIRMS

ALL4 LLC

ALL4 LLC ended 2024 with net revenues of $62 million, a 39% growth rate based on acquisitions but also 12% organic growth. Headcount increased 22% in 2024. Even with acquisitions not projected in the forecast, the company expects to add more than $10 million in net revenues in 2025. Acquisitions in 2024 included the January closing of Whatcom Environmental Services in Bellingham, Washington, a firm that provides regulatory compliance and remediation solutions in air, water, waste, and soil; the May acquisition of Laragon Sustainability Solutions in Madrid, Spain, a technology consulting firm specializing in the digital transformation of ESG, environmental management, safety, health, and risk management systems; and the June acquisition of Capaccio Environmental Engineering in Marlborough, Massachusetts that specializes in managing complex EHS regulatory landscapes, compliance risks, and achieving client’s sustainability goals. In March 2018, private equity firm JMH Capital Partners acquired ALL4, and in January 2025 JMH sold ALL4 to Levine Leichtman Capital Partners. During JMH’s seven-year partnership ALL4 grew from 50 professionals in four offices to over 325 professionals.

 

BUSINESS ACHIEVEMENT: MID-SIZE FIRMS

True Environmental, Inc.

True Environmental, Inc. grew from 210 employees to 604 employees in 2024 and is forecasting roughly 900 employees in 2025. Acquisitions in 2025 included: Sundance Consulting, a full-service, nationwide environmental consulting firm with headquarters in Pocatello, Idaho;Triton Environmental, along with subsidiary Triton Coastal Consultants, based in Commerce City, Colorado that offers a broad range of environmental consulting services; Sphere 3 Environmental, a full-service environmental consulting firm in Longview, Texas; California-based Great Ecology & Environments, a specialist in natural resource management and ecological consulting; and Virginia-based environmental consulting firm GKY & Associates. True Environmental was formed in 2022 in partnership with Halle Capital, a New York based private equity firm focused on collaborating with experienced management teams to build businesses in fragmented markets with strong growth potential.

 

BUSINESS ACHIEVEMENT: MID-SIZE FIRMS

ET Design-Build & ET Environmental Corp.

ET Design-Build & ET Environmental Corp. was founded in 1993 and has experienced steady growth for more than three decades. From 2023 to 2024, ET had a 12% increase in employees with continued growth expected in 2025. Annual revenues increased 33% from 2022 to 2023, followed by a 27% increase from 2023 to 2024 when ET passed $100 million in revenues, representing a total increase of 70% in two years from exclusively organic growth. With a focus on engineering and construction management, ET has expanded into three divisions in the energy, environmental, and industrial markets. ET’s portfolio includes project types that often work symbiotically in remediation, water and wastewater treatment facilities, solid waste processing facilities, renewable natural gas plants, food and beverage related projects, large fleet compressed natural gas fueling facilities, natural gas vehicle maintenance facility upgrades, and desulphurization trains.

Verdantas

Verdantas grew to $390 million in gross revenues at the end of 2024, up from $250 million in 2023, $90 million in 2022, and $65 million in 2021. Employee count hit 1,700 at the end of 2024 in 47 office locations, up from 950 employees in 2023, 650 in 2022, 420 in 2021 and 280 in 2020. Acquisitions included: California’s Project Navigator, known brownfield redevelopment and Superfund site management; CT Consultants in Mentor, Ohio focusing on municipal infrastructure, water and wastewater engineering, site development, and transportation projects in the Great Lakes; cbec in West Sacramento, California, specializing in water resource management, hydrology, and ecological restoration in riverine and wetland projects; Virginia’s Aegis Environmental, a provider of environmental due diligence, industrial hygiene, and regulatory compliance across various industries; ASEC Engineers, based in Denver, a provider of structural and civil engineering services on infrastructure projects; and Groundwater Sciences Corp. in Harrisburg, Pennsylvania, a specialist in site hydrogeology, groundwater modeling, and contamination management for industrial and municipal clients. Verdantas’ private equity investment history started in July 2020 with Round Table Capital Partners (RTC); under RTC’s ownership, Verdantas completed 18 acquisitions and grew to 1,450 professionals. In May 2024, Sterling Investment Partners acquired a majority stake in Verdantas from RTC, with Verdantas management, employees, and RTC retaining significant equity interests.

Langan Engineering & Environmental Services

Langan Engineering & Environmental Services grew its business, completed strategic acquisitions and reaffirmed its strategy in its first year after a minority investment from TowerBrook Capital Partners in late 2023. Langan added five offices in 2024 and grew from 1,597 employees at the end of 2023 to 1,740 at the end of 2024. In November 2024, Langan acquired Navix Engineering, a Bellevue, Washington-based firm specializing in site/civil engineering for the data center market that has supported projects in nearly 40 states, serving hyper-scalers, co-location developers, architects, design-build contractors, and allied consultants. In October 2024, Langan acquired Robert Stephen Consulting based in San Ramon, California specializing in EHS compliance and software solutions. In March 2024, Langan acquired JPH Land Surveying, a firm headquartered in Dallas/Fort Worth with offices in Houston and Austin. Founded in 2002, JPH specializes in land development support surveying, including platting and replatting, ALTA/NSPS Land Title surveys, aerial mapping via drone, topographic and tree surveys, and ‘as-built’ surveys.

Apex Companies 

Apex Companies saw growth driven by multiple acquisitions in 2024, adding more than 200 staff members to end 2024 with 1,850 employees and forecasted 2025 gross  revenue of $468 million. Acquired companies included:

– PBS Engineering and Environmental, a prominent Pacific Northwest firm specializing in environmental consulting and engineering services infrastructure, private, public, education, and industrial markets. 

– Storm Water Inspection & Maintenance Services, a California-based stormwater services firm that enhanced Apex’s capabilities in supporting public and private markets with stormwater inspection and maintenance services. 

– Johnson Engineering, a Florida-based multidisciplinary civil engineering firm in water, environmental, compliance & assurance, health & safety, transportation, survey, and civil engineering. 

– Weiler Engineering, a Florida-based turnkey engineering firm with a strong presence in the municipal and private markets in Florida. 

Private equity firm Sentinel Capital Partners acquired Apex Companies in November 2018, and in February 2023 Morgan Stanley Capital Partners, the middle-market private equity team at Morgan Stanley Investment Management, acquired Apex from Sentinel Capital.

Seven Seas Water Group

Seven Seas Water Group has reaffirmed its standing as a global leader in innovative water solutions, specializing in water treatment and reuse for municipal, industrial, and commercial customers. Leveraging its pioneering Water-as-a-Service® model, the company delivers reliable, scalable solutions to address pressing water challenges. In 2024, Seven Seas achieved significant milestones, securing four major project awards across the Caribbean and the United States, completing an acquisition, and bolstering its leadership and technical teams with strategic hires. Today Seven Seas’ team is approaching 270 members. In August 2024, the company signed a long-term water supply agreement under a Water-as-a-Service agreement whereby Seven Seas will construct a new brackish water reverse osmosis plant designed to produce a minimum of 3 million gallons of drinking water per day for South Texas Water Authority.

SWCA Environmental Consultants

SWCA Environmental Consultants achieved remarkable growth in 2024, surpassing $391 million in sales – over a 20% increase from 2023, reflecting a commitment to clients, strategic expansion, innovative solutions, and fostering expertise to address critical environmental challenges. The acquisition of River Design Group added dam removal, fish passage, and land surveying capabilities while strengthening SWCA’s presence in the Northwest United States with new offices in Corvallis, Oregon and Whitefish, Montana. A new office opened in New Buffalo, Michigan to support a growing Great Lakes market. SWCA service lines experienced significant gains, including 197% growth in sustainability services, 152% in engineering, and 43% in climate-driven services. Internationally, SWCA delivered projects in 24 countries and joined leading initiatives including the World Business Council for Sustainable Development and the Water Resilience Coalition. As a 100% employee-owned firm, SWCA launched an app in 2024 that improves the field employee experience, introduced a private AI chatbot, and provided an ecosystem of resources to equip project managers. With 1,696 employees and an increase in community volunteer hours, SWCA remains dedicated to investing in and supporting its people. 

 

BUSINESS ACHIEVEMENT: LARGE FIRMS 

Tetra Tech, Inc.

Tetra Tech, Inc. posted record 2024 fiscal year results. Demand for Tetra Tech’s differentiated Leading with Science® services in the water, environment and sustainable infrastructure markets drove 15% growth in fiscal year 2024 to revenue of $5.2 billion and net revenue of $4.3 billion. In 2024 Tetra Tech won significant new contract vehicles across the full water cycle, energy transition, and resilient infrastructure markets, including new water and renewable energy contracts in the UK and Australia leveraging synergies with RPS (acquired in 2023). The increased orders across all client end markets drove the company’s backlog up 12% from the prior year to an all-time high of $5.38 billion. In 2024, Tetra Tech also invested in two strategic acquisitions focused on digital transformation: LS Technologies and Convergence Controls & Engineering.

Montrose Environmental Group

Montrose Environmental Group, publicly traded on the NYSE as MEG since a July 2020 IPO, expects over $700 million in final 2024 revenues and completed five acquisitions in the year: Two Dot Consulting specializing in regulatory services to the oil and gas and renewables sectors in the Rocky Mountains; ETA offering safety and compliance services; Paragon Soil & Environmental Consulting, a leading environmental consulting firm in Canada in environmental assessment and remediation; Spirit Environmental, specializing in air permitting and compliance; and Origins Laboratory, an analytical testing laboratory enhancing Montrose testing operations in the Rocky Mountain region.

ERM completed the acquisition of the climate risk and energy transition consultancy Energetics in August 2024. Energetics, Australia’s leading climate risk and energy transition consultancy with close to 100 people across four states, partners with Australia’s largest businesses, investors, and governments to help them respond to the impacts of the destabilizing climate, the transformation to achieve net zero emissions, and the realization of Australia’s huge clean energy potential. With more than 50 years of experience and a team of 8,000 experts in 40 countries and territories, ERM brands itself as the world’s largest specialist sustainability consultancy.

AECOM

AECOM’s strategic acquisition of Environmental Management and Planning Solutions, Inc. (EMPSi) marked a significant milestone in the environmental sector. Founded in 2006, EMPSi became an industry leader in federal land and water management, delivering some of the most complex NEPA projects in the Western United States. The acquisition expands AECOM’s NEPA practice and federal client base and brought a team of 50-plus professionals to a growing environmental business. For EMPSi, the combination provided new career opportunities for employees, additional capabilities to offer clients, and a strong foundation for continued growth. Underpinning the success of the merger, both EMPSi founders have stayed with AECOM and retain pivotal leadership roles. AECOM provided ongoing career paths for 100% of the employees, and net headcount has increased by 30% since closing.

Alliance Technical Group

Alliance Technical Group made significant strides in 2024 by completing 11 strategic acquisitions: ORTECH Consulting, RSB Environmental, Airtech Environmental Laboratories, Advanced Industrial Resources, CEMSI, Integrity Air Monitoring, Rogers & Callcott, CEMServices, Ranger Analytics, Gas Ops Leak Detectives, LLC, and DeNovo Global Technologies. These transactions reinforced Alliance’s position as a market leader in environmental compliance, on-site testing and monitoring, and laboratory testing services. Each acquisition aligned with Alliance’s strategic goals of expanding its geographic reach, enhancing service offerings, and fostering operational growth. The acquisitions have enabled Alliance to serve a broader client base in environmental consulting, emissions testing, air modeling, laboratory testing, and leak detection technology while expanding the firm’s footprint across North America in new key markets and into Canada. Through the integration of acquired expertise and technology, Alliance benefits from cutting-edge tools and enhanced analytics, in addition to advanced service efficiency and accuracy to drive sustainable growth.

Arthian Ltd

Arthian Ltd executed an aggressive M&A strategy across the UK in 2024, merging four UK firms and doubling the size of the company to 200 employees and approximately $20 million in revenue. Headquartered in Inverness, Scotland, Arthian is a planning, environmental, sustainability, engineering and safety consultancy working in energy, industry, infrastructure and the built environment. Arthian was established in 2024 following a merger between legacy firm Mabbett (Glasgow, Scotland), an environment, engineering and safety consultancy, and IKM Consulting (Grangemouth, UK), an engineering and environmental consultancy. Earlier in 2024, to advance service diversification and geographical expansion, Mabbett had acquired Crestwood Environmental Ltd., an environmental multidisciplinary environmental consultancy based in the Midlands (central England) to add technical depth and geographic reach in England. Mabbett also fully integrated previously acquired GEP Environmental, an environmental and energy consultancy in Hampshire, UK, to continue to grow environmental compliance, training, carbon and decarbonization services in England; this transaction also resulted in a new office in Winchester to service the south of England and Wales.

Pace Analytical

In 2024, Pace® continued to expand its capacity and geographic footprint through acquisitions, particularly in the Northeastern United States. The company has acquired five environmental laboratories since December 2023: Agra Environmental and Prestige EnviroMicrobiology in New Jersey; Environmental Service Laboratories in Pennsylvania; and Tunxis Laboratories and Analytical Consulting Technology in Connecticut. Understanding the value of proximity and convenience, the acquisitions allow Pace to serve clients in the Northeast more effectively. Pace also significantly expanded its local courier network to provide convenient access to sample materials and timely pickups. Most of the 2024 acquisitions provided additional capacity and local convenience for Pace clients. The company has also gained significant talent and microbiology experience in fungal and bacterial investigations, including full genus- and species-level fungal identification, in addition to added test parameters for wood rot fungi analysis, launching its National Center of Excellence (CoE) for Fungal Analysis in New Jersey at the former Prestige EnviroMicrobiology location. In addition to five environmental laboratories, Pace also acquired two life sciences laboratories in 2024 from Curia and Catalent.

Salas O’Brien

Salas O’Brien acquired Haag Global, bringing a century of forensic innovation for the public and private sector. Haag’s industry leadership and Salas O’Brien’s entrepreneurial mindset drives significant new opportunity for the combined team of 3,550 across  85 global offices. Haag is a multi-faceted forensic engineering and consulting company serving the legal, insurance, private, manufacturing, and construction sectors. Founded in Dallas in 1924, Haag is known for precise forensic analysis of causation extent of damage, repair cost, material testing, educational training programs and industry tools for inspectors, reviewers, and roofing experts. In early 2024, Blackstone made a strategic minority growth investment in Salas O’Brien to help accelerateexpansion within the AEC market, and Salas O’Brien continue to be majority owned by its team members.

Stantec

Stantec, a global leader in sustainable design and engineering, acquired Morrison Hershfield (Markham, Ontario), a 1,150-person engineering and management firm, and Hydrock (Bristol, England), a 950-person integrated engineering design firm. As part of Stantec’s global growth strategy, Morrison Hershfield’s Environmental Services business bolsters Stantec’s capacity to support infrastructure projects in key Canadian markets, including Toronto, Vancouver and North Canada, and provides wider access to high-profile North American and global projects and to where Stantec employees live and work. The Hydrock acquisition increases Stantec’s UK workforce by over 30%, significantly bolstering Stantec’s offering to the energy, buildings, and infrastructure markets. Hydrock brings extensive capabilities in fire safety, energy and sustainability, civil and structural, MEP, transport, environmental, and geotechnical services.

SWCA Environmental Consultants

SWCA Environmental Consultants’ acquisition of River Design Group (RDG) in July 2024 marked a significant milestone, particularly in water resources engineering and ecological restoration. This strategic expansion enhanced SWCA’s presence in the Northwest United States, adding offices in Corvallis, Oregon, and Whitefish, Montana, and bolstering expertise in stream, river, and wetland restoration, dam removal, fish passage, land survey, and watershed assessments. Founded in 2003, RDG had a commendable track record of high-quality ecological restoration projects, including dam removal in the Rogue River Basin, as well as ecosystem-based restoration efforts with the Kootenai Tribe on the Kootenai River. By integrating RDG’s specialized knowledge and technical expertise through the addition of 30-plus new team members who work nationwide, SWCA adds dam removal, fish passage, and land survey to its service catalog. The addition of RDG was a triple benefit, supporting key priorities of SWCA’s overall growth strategy and strengthening its 100% employee-owned model for the future of SWCA.

Terracon Consultants, Inc.

True to its strategic plan, Terracon successfully expanded its capabilities and market presence by acquiring four specialized environmental firms in 2024, demonstrating dynamic acquisition leadership. In June 2024, Terracon acquired Sage Environmental, enhancing its environmental services in the Northeast with 33 employees and specialized remedial injections, environmental drilling, and comprehensive environmental assessments. In July 2024, Terracon acquired Harbor Environmental, a multidisciplinary firm based in Little Rock, Arkansas with 38 employees joining Terracon, bolstering its engineering, compliance, and sustainability services. In August 2024, Terracon acquired Flat Earth Archeology of Cabot, Arkansas, adding 11 employees and expanding environmental planning and cultural resources. Flat Earth’s expertise in archaeology and cultural resource management (CRM) complemented Terracon’s existing operations in Arkansas and surrounding regions. In September 2024, Terracon acquired Metcalf Archaeological Consultants, a firm specializing in CRM services in the Rocky Mountains and Great Plains, adding 72 employees with expertise in archaeology, architectural history, and software applications.

In 2024, WSP continued the expansion of its global power and engineering business with the acquisition of POWER Engineers for $1.78 billion. CIS launched an Advisory Services business focused on water and climate issues in April 2023 that became self-sustaining by the end of 2024, attracting nearly 25 new clients over 18 months. Clients include the U.S. Environmental Protection Agency, U.S. Small Business Administration, Pokagon Band of Potawatomi Indians, Washington State Department of Ecology, Cook County, D.C. Department of Energy and Environment, Water Council (Wisconsin), and Water Research Foundation. Nearly all the above wins were based on response to open calls (RFP/RFQ), an indication of the strength of the CIS brand. CIS Advisory has quickly made an impact, providing support to underserved communities through an EPA climate resilience grant, assisting local governments in Washington State with pay-for-performance contracts, and supporting a Wisconsin water-energy consortium’s diversity and inclusion efforts. Spun off from the Corvias Group in July 2023, CIS focuses on addressing outdated stormwater infrastructure. Through a pilot program in Prince George’s County, Maryland, CIS created a leading community-based partnership, a model that integrates environmental, economic, and social outcomes, which has expanded to cities such as Kansas City, Milwaukee, Seattle, and Los Angeles.

Project Portal is a sophisticated, cloud-based environmental data management system designed to integrate real-time data from various on-site devices in the landfill industry, including flow meters, flares, pump stations, and systems for wastewater, leachate treatment, and power plants. The platform provides seamless data access, powerful analytics, and mapping enabling comprehensive reporting and cumulative trending. These features empower landfill operators to make informed decisions, ensuring regulatory compliance and improving budget efficiency.

EA’s new Asset Management team has been providing clients with asset management services for more than 10 years, mainly in support of other disciplines, such as compliance or engineering. However, increased adoption of asset management principles by municipalities, combined with a coordinated marketing plan and strategic partnerships, has resulted in EA’s number of direct asset-management-specific clients increasing by 200%, including major metropolitan cities across the country. EA’s work is focused on implementation, customization, and end-user adoption of asset management tools and principles. In most cases, clients have initiated or are practicing asset management but need support and guidance to formalize and document their processes to ensure the success of future generations of operators. EA’s unique, holistic approach, led by a team of analysts, emphasizes learning the role of each member of the client’s staff and how that member fits into an existing framework to make adoption more manageable and personal to everyone. The success of this approach is reflected in the positive feedback and referrals that have helped the practice grow. For one client, 96% of participants identified “asset management information as well received, applicable to their job and achievable” as a result of EA’s rigorous interview and assessment phase.

Despite recent declines in U.S. drug-overdose deaths, a recent rise in fatalities associated with adulterated substances poses a serious threat. Opioid misuse impacts 3.1% of the population annually. The proliferation of opioid adulterants like fentanyl analogues, non-opioid sedatives, and nitazenes threatens to reverse recent progress in reducing overdoses. Alarmingly, 30% of fentanyl powder tested in 2023 contained xylazine, up from 5% in 2022, while nitazene-related overdose-deaths have surged. To address this crisis, Eurofins Environment Testing USA (EET) leveraged its existing wastewater surveillance platform, underpinned by advanced small-molecule chemical analysis, to deliver near real-time insights on community drug use. The firm’s High-Risk Substances (HRS) Wastewater Surveillance platform tracks over 40 high-risk chemical targets, including emerging threats like xylazine and nitazenes. This agile approach empowers communities to assess and adapt their substance abuse prevention strategies swiftly. Adopted by forward-thinking municipalities like the City of Tempe, EET’s platform provides unmatched visibility into drug consumption trends. Tempe’s proactive use of the platform demonstrates its transformative potential in combating both current and future illicit drug use crises. The firm believes its HRS platform will be a pivotal tool in curbing substance misuse and saving lives nationwide.

Jacobs created Net Zero + Nature Positive Solutions, which aligns capabilities in climate change mitigation and adaptation with nature restoration and nature-based solutions. COP28 explicitly stated that the challenges of climate change, biodiversity loss and land degradation are inextricably linked. Halting and reversing the destruction of nature is key to sustainable, resilient economic and social development. Collaborating with the U.S. Army Corps of Engineers’ Engineering with Nature program, Jacobs is shaping integrated resilience programs for the U.S. Department of Defense, focusing on carbon mitigation, natural infrastructure and biodiversity restoration. Jacobs’ new Sustainable Land Optimisation approach uses natural capital methods to optimize clients’ land assets for climate resilience benefits, carbon storage and biodiversity (including biodiversity net gain) and identifies renewable energy generation and green finance opportunities. Additionally, Jacobs partnered with the Urban Land Institute to publish a paper on integrated responses to climate change and biodiversity loss in real estate. Jacobs continues to work with Biomimicry 3.8 and Project Positive consortium to develop innovative Net Zero + Nature Positive Solutions, combining science and design to address climate and biodiversity crises.

In 2024, Pace® launched its Building Sciences practice, a comprehensive portfolio of laboratory services for evaluating and controlling health hazards in the built environment. Testing services cover microbiology and organic and inorganic contaminants in water, soil, and air, as well as on surfaces and in products. Through the depth and breadth of capabilities across the Pace network, the company is also able to provide clients with specialty services, including water management plans, certification and environmental monitoring of cleanrooms, USP 797 testing and analysis, ASSE 12080 certification training, and consulting for healthcare systems. The Pace Building Science practice includes 10 laboratories, two of which serve as centers of excellence. The Legionella Center of Excellence is located in Pittsburgh, Pennsylvania, where the company has invested in method research and development to support clients with routine and advanced testing services, outbreak support, product evaluations, and consulting services that include water management planning and auditing. The recently named Center of Excellence for Fungal Analysis in Pennsauken, New Jersey leverages deep microbiology experience in fungal and bacterial investigations. The Center is in the process of developing several DNA fungal panels for analysis by mold-specific quantitative polymerase chain reaction (qPCR).

In June 2024, Jeff Netland was named to the new role of Chief Digital Officer to lead efficient, scalable and value-added digital solutions. CHA has taken a thoughtful approach to AI by leveraging technology in a way that protects information. One example of AI adoption is the CHA Water Resources group’s use of Transcend Design Generator software to deliver water and wastewater treatment designs. Microsoft Copilot has also been implemented across the organization to streamline processes and drive efficiencies. Other key initiatives involve the implementation of the Digital Innovators Group (DIG) and the creation of sector-based Digital Solutions Leader positions. The DIG brings together over 100 individuals from across the company to explore new technologies and identify areas for improvement and growth. It serves as a central data hub, efficiently transforming data processing and reducing costs. OCR and advanced search functionalities allow users to quickly find and manage their data. Enhanced security measures ensure data confidentiality and integrity, while privacy standards are upheld by flagging PII and profanity.

The platform’s latest advancements include AI-powered vegetation identification, automated soil suggestions, automated QA/QC tools, and geospatial photo reporting. With nearly 200,000 regulatory reports processed to date, Ecobot continues accumulate and industry-leading, secure database and to set the standard for digital transformation in environmental permitting, helping organizations navigate evolving regulations with precision and speed.

AECOM

Excess nutrients entering surface waters lead to uncontrolled algae growth and hypoxia, creating dead zones that cannot sustain marine life. The Gulf of Mexico has the largest dead zone in the United States, covering about 6,500 square miles, with harmful algae blooms posing risks to aquatic life and human health such as Florida’s Red Tide event from 2017-2019, which resulted in nearly $1 billion in losses. Stormwater runoff from agriculture, rich in nitrogen and phosphorus, is a major nutrient source. The EPA’s Gulf of Mexico Division is addressing this through initiatives like the Farmer to Farmer grant and the NWFWMD Algae Harvesting Project. This project tested AECOM’s patented Hydronucleation Flotation Technology to reduce nutrient discharge and create a more sustainable agricultural industry. A successful demonstration at the May Nursery in Havana, Florida, showed that algae harvesting could significantly reduce nutrient levels, improve water quality in agricultural stormwater ponds, and enable nutrient recovery and reuse in crop production to create a closed-loop circular economy for a sustainable future. Next steps involve scaling this technology to assess its effectiveness across varied regions and crops.

Burns & McDonnell has established itself as an industry leader in addressing U.S. EPA’s newly released Coal Combustion Residuals (CCR) Legacy Rule through a proactive three-pronged strategy. This comprehensive approach enables utilities to rapidly identify and document CCR management units (CCRMUs) and navigate short- and long-term compliance requirements in a complex regulatory environment. 

Educating and Empowering the Industry: Regulatory specialists at Burns & McDonnell developed a robust educational campaign to clarify the rule’s requirements and guide early actions. Delivered through more than 50 presentations, blog posts, tailored training sessions, and involvement in industry conferences and organizations, this initiative facilitated meaningful discussions with utility owners and prepared internal teams to excel in implementing the new regulation. 

Developing a Tested Framework: To operationalize compliance, Burns & McDonnell created standardized templates, technical guidance documents, and defensible processes, creating consistency across diverse fleets and delivering cost-effective solutions. Decades of experience informed proactive strategies, such as automation and behavior modeling, while lessons learned improved outcomes for clients. 

Leading Through Innovation: Pilot studies with five utility clients validated the approach and refined best practices, culminating in a presentation at the 2024 World of Coal Ash conference.

APTIM

APTIM’s experts in PFAS investigation, modeling, remediation, solid waste, rapid response, and research and development (R&D) have executed more than 100 projects since 2016, implementing solutions from Flask to Field™. In 2024, APTIM conducted PFAS-related R&D in its in-house laboratory, at laboratories affiliated with the U.S. EPA and federal agencies, and through technology testing in the field. The firm’s scientists research PFAS fate and transport, evaluate treatment technologies, and develop treatment case studies used by water utilities to address PFAS in drinking water. This year, APTIM also published several journal articles on PFAS degradation and decomposition. The PFAS remedial investigation team performed historical records reviews, forensic analysis, and sampling of all environmental media types at federal and commercial sites globally. APTIM has also completed AFFF removal services from more than 360 systems at 44 facilities, with services at an additional 57 facilities awarded in 2024. Since the establishment of the first federal, legally enforceable drinking water standards for six PFAS, APTIM has expanded its remedial design and groundwater treatment work to support mitigation actions in private drinking water wells and larger scale municipal supply.

The Terracon Foundation demonstrated exceptional commitment to employee engagement in philanthropic projects and fundraising partnerships throughout 2024. The foundation awarded $500,000 to organizations that advance the firm’s core mission of supporting education, the built and natural environment, and equity while fostering a culture of giving among employees. Terracon’s philanthropy included employee-championed community and university grants, scholarships, matching gifts, and disaster relief. Thanks to employee-owners who are actively engaged with the American Industrial Hygiene Assn. (AIHA), Terracon approved a landmark grant of $26,000 to the AIHA Foundation (AIHF) to establish the Women in Industrial Hygiene-Terracon Leadership Scholarship. Once finalized, this endowed scholarship will award $1,000 per year to undergraduates, graduates, and professionals in the industrial hygiene (IH) space who have advanced women’s leadership in the IH profession. The first scholarship will be announced at AIHA Connect 2025, and the endowed nature of the scholarship should allow one award per year in perpetuity. This endowment underscores Terracon’s commitment to increasing diversity in the AEC industry and reinforces its mission of supporting education.

BSI also released an e-book—From Policy To Practice: Fighting Worker Exploitation Throughout Global Supply Chains—which offers a deep explanation of the complexities of global supply chains and provides tools to help identify, assess, and mitigate supply chain risks. BSI’s important social benefit work with global giants to define responsible sourcing strategies includes human rights due diligence and social impact evaluations for suppliers. Powered by BSI’s own supply chain services Connect Screen platform, which identifies global supply chain risks, the BSI team works with organizations to establish a social auditing strategy that can be scaled to provide a complete view of social due diligence risks and opportunities across the supply chain.

Earth Day has been held annually since 1970 to celebrate the environmental movement and raise awareness for the protection of natural resources. In support of Earth Day 2024, more than 300 Burns & McDonnell employee-owners in 24 cities and three countries (United States, Canada and India) participated in organized volunteering events. Each location selected a sustainable activity tailored to its community’s needs, with efforts spanning from tree plantings to community gardening to beach, park, stream, creek and bayou cleanups. Many locations partnered with local organizations to maximize contributions to the communities where we live and work. In Kansas City, Missouri, home to Burns & McDonnell’s world headquarters, the tree-planting volunteer event in a local park was featured in a local news story for preserving the historical intention of the original landscape architecture, established in 1907, and for increasing the area’s biodiversity. Volunteer opportunities were open to all Burns & McDonnell employees, and planning for the 2025 Earth Day volunteering events is well underway.

A JEDI Committee, established in September 2022, fosters personal and professional growth while dismantling systemic barriers and laying the foundations for meaningful change. The Committee meets biweekly to strategize and act. These meetings facilitate an open dialogue around JEDI principles, foster self-awareness and spark conversations that shift perspectives, ultimately transforming company culture. Key achievements include: salary transparency in job postings; increased diversity in hiring; accessibility handout for employees and visitors; trilingual “cheat sheet” for staff to communicate with project partners; and diversified recruiting strategies and a comprehensive internship program for high school and college students.

In 2024, Pace® introduced a companywide, voluntary initiative to create employee resource groups (ERGs), giving a voice to seven historically marginalized populations. The goal of this program was to celebrate the uniqueness of everyone’s experience and recognize the diverse perspectives and identities of Pace employees. Through this commitment, Pace can build a workplace where all employees are free to be themselves while working to advance science. The company has three active ERGs with more planned: Parents and Caregivers, LGBTQ+, and Women. Individual ERGs are responsible for providing community education through two or more events per year and professional development for Pace employees. One of the events in 2024 was sponsored by the Parent and Caregiver ERG, which navigated the journey of a caregiver. Through this comprehensive presentation, employees gained valuable insights into understanding and preparing for different financial needs at various life stages.

Arcadis is recognized for the development and extensive field validation of the Sentinel™ passive sampler for PFAS. The development of new, cost-effective methods for field sampling PFAS in environmental waters is critical. Current methods require collecting, handling, and shipping large volumes of water that must be concentrated in the laboratory using a labor-intensive procedure. Passive sampling devices drastically shorten the time required for sampling, eliminate investigation wastes, and greatly reduce volumes required for shipping and analysis, significantly decreasing monitoring costs. Sentinel is specifically designed to measure PFAS in groundwater, surface water, stormwater, porewater and wastewater using an optimized designer sorbent Osorb® and provides time-averaged concentration over the deployment period. The sampler can be analyzed by commercial labs using standard analysis methods (e.g., USEPA Method 1633) with low detection limits (<1 ng/L). Results have been published in scientific peer-reviewed publications, and the technology is described by multiple U.S. patents (international patents pending). The sampler became commercially available in 2024 and has already been deployed at 300 sampling locations in the United States, Australia, Germany, and the United Kingdom by consultants, academic researchers, and USEPA.

Eurofins Environment Testing

Eurofins Environment Testing in West Sacramento, California has built a unique, purpose-built facility for microplastic analysis. This cleanroom employs three redundant air-filtration systems that cycle the air many times per hour. This allows for the extraction of aqueous and solid samples for microplastics in a controlled environment. Eurofins has invested in state-of-the-art vibrational spectroscopy systems, including both Raman and Infra-red (IR) platforms, to support a variety of matrices. The laboratory is located in the epicenter of microplastic interest, including the first active legislation for microplastics in drinking water by means of California Assembly Bill 1422. The microplastic team is currently working with private clients, government agencies and academics to further the field and support the industry by improving turnaround times and expanding testing options.

Eurofins Environment Testing USA

Groundbreaking research into the emerging contaminant 6PPD-quinone and its links to urban salmon mortality in the Pacific Northwest was first published in Science in December 2020. Although 6PPD-quionone is not added to any consumer or industrial process, it was determined that it is the product of ozonation of the parent compound 6PPD, an antiozonant added to tires to prevent degradation from oxygen. Although 6PPD-quinone had been identified, extraction and quantitation of that compound from complex matrices had not been attempted. Eurofins Environment Testing Specialty Services in Sacramento, California was chosen to lead method development to do just that. This Eurofins facility has high-resolution mass spectrometry capability that aided in the initial method development by being able to make directional decisions without authentic analytical standards. Eurofins Environment Testing (EET) was influential in advocating for isotopically labeled analogues of 6PPD-quinone, which greatly improve confidence in the quantitation. EET’s efforts are the basis for US EPA Draft Method 1634, Determination of 6PPD-quinone in Aqueous Matrices by LC-MS/MS. EET is also supporting solid matrices and exploring passive sampling approaches.

Locus Technologies

Locus launched three new applications in 2024, partially to support the challenges posed by Corporate Sustainability Reporting Directive (CSRD) requirements.

-Locus Sustainable Construction cloud software tracks the global warming potential (GWP) and quantities of every building material and calculates the carbon footprint of a construction project or the cumulative impacts of entire development portfolios. It is compatible with Environmental Product Declarations (EPDs), including those that will be produced during Phase 1 of the new U.S. EPA labeling program.

-Locus Refrigerant Management cloud software generates exceedance alerts, facilitates leak detection, and automates response protocols, in addition to providing comprehensive tracking of fluorinated greenhouse gases (F-gases), chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), and substitutes like hydrofluorocarbons (HFCs). The software empowers companies to manage complex refrigerant phasedowns with accuracy and confidence, ultimately avoiding excessive emissions.  

-Locus’s Produced Water Management app offers an advanced and integrated platform for tracking, analyzing, and managing produced water across the oil and gas industry. The app ensures seamless data collection and reporting, aiding in compliance with stringent environmental regulations while optimizing water treatment and disposal processes. This comprehensive solution supports the oil and gas industry’s commitment to responsible water stewardship, providing insights that drive better decision-making and sustainable practices in produced water management.

The Inline Blending and Injection System (IBIS) represents a significant step forward in the efficiency and precision of in situ remediation technology.  Launched in 2024, REGENESIS’ IBIS is described as the world’s first automated system designed to streamline blending and injection of remediation amendments, adeptly addressing key challenges in soil and groundwater treatment. Traditional remediation often involves manual batch mixing, which can introduce inefficiencies and variability. IBIS enables real-time, inline blending of up to four remediation amendments at once, with precise control overdosing and delivery through six independent lines. This ensures alignment with the environmental engineer’s remedial design specifications, even in complex projects involving PFAS. IBIS enhances safety, minimizing spill risks, reducing material handling, providing continuous data logging, capturing critical metrics such as flow rates, pressures, and volumes, and offering better decisionmaking and project outcomes.

SCS Engineers

SCS Remote Monitoring and Control (RMC) and drones with GIS provide landfills and solid waste operations across North America with the technologies to optimize operations and address major challenges. As presented at the U.S. EPA’s recent Landfill Technology Workshop, SCS RMC combines sensors with SCS drone-based technologies and GIS to monitor landfill gas (LFG) emissions and detect leaks, eliminating a significant portion of the manual effort from quarterly compliance while performing operations more safely and accurately. Captured emissions data is useful for optimizing well fields, tackling odor issues, and quantifying emissions for renewable natural gas projects. The secure application enables supervisory control and data acquisition (SCADA), data management and can automate regulatory reporting needs. Aerial surface emissions monitoring collects real-time, accurate data, which is critical for operations to keep a well field balanced. Data collected can also visualize below-surface conditions for individual wells or well clusters in trouble areas; zoom in to inspect an individual well’s liquid levels, pump locations, surface, subsurface, and perforated piping; and detect which wells need servicing and their impact on emissions. Thermal imagery and a 360-degree camera inspect the structural integrity of landfill flare systems, and a combination of aerial and terrestrial LiDAR imagery creates Building Information Modeling, detailing the physical and functional characteristics of buildings and other assets.

TRC

The innovative patent-pending ART-PFAS, co-invented by TRC’s Nidal Rabah, PhD and Accelerated Remediation Technologies, is described as the only proven in-situ alternative to pump-and-treat to actively remediate PFAS-impacted groundwater. ART-PFAS is designed to remove PFAS via in-well groundwater circulation and foam fractionation/stripping using air sparging/soil vapor extraction (IAS/SVE). Groundwater circulation enhances soil flushing across the water table and the capillary fringe. A field application was implemented at a site in New Jersey by retrofitting an existing IAS/SVE system with ART-PFAS. Within a few months, PFAS concentrations in groundwater of 2,000-3.000 ng/L were reduced by 50%-100% in the test well and 25%-40% in a monitoring well. PFOA and PFOS concentrations were successfully reduced below USEPA/NJ drinking water MCLs from 400 and 1,000 ng/L, respectively. PFAS concentrations in soil were reduced by 50%-65%. PFAS were enriched by 100-300 times in the recovered foam (vs. groundwater) while generating only 50 gallons of residual liquid after circulating more than 500,000 gallons of groundwater (10,000 times less water volume vs. pump-and-treat for aboveground management).

Alliance Technical Group’s strong partnership with Renewable Natural Gas (RNG) clients was instrumental in the successful commissioning of over 14 new RNG facilities in 2024. As a partner, Alliance worked with clients to ensure gas quality specifications were met during plant startup while providing timely testing, customized reporting, and unwavering support until the facility was operational and in the pipeline. Understanding the critical nature of RNG plant startups, Alliance stood ready the moment facilities were up and running. Recognizing the time-sensitive need for accurate and expedited results to support commissioning teams, Alliance remained responsive to the challenges inherent in these processes. Alliance’s equipment and nationwide internal laboratory network improves turnaround times and provides overflow resources, prioritizing high-impact, time-critical projects, helping clients achieve and maintain pipeline readiness.

BEM Systems, an Aventia Company, completed a PFAS Remedial Investigation (RI) and human health and ecological risk assessments at Buckley Space Force Base (SFB), Colorado. PFAS is top priority in environmental assessment and remediation for the Department of Defense (DOD), with investigations ongoing at over 700 installations nationwide. The RI at Buckley SFB was the first PFAS RI to be completed nationwide by the U.S. Air Force. These assessments effectively set procedural and technical precedent industry-wide and are critical to the Government’s mission to protect human health and the environment from PFAS.  The approach was executed using a TRIAD-like adaptive workflow strategy, whereas the site-specific and basewide Conceptual Site Models were refined throughout the RI, and interim scoping decisions were made collaboratively with regulatory and DOD stakeholders in accelerated fashion, facilitated by an innovative online Project Management Dashboard (PMDBTM) developed by BEM.

Brown and Caldwell

Fulton County, Georgia, in conjunction with the Archer Western Brown and Caldwell JV, reached a significant milestone in 2024 with the completion of its largest-ever capital project, which is also the largest Progressive Design-Build project in state history. The $350-million Big Creek Water Reclamation Facility (WRF) boasts a capacity of 32 million gallons per day and replaces an outdated facility, setting the stage for the county’s growth while safeguarding millions of downstream users on the Chattahoochee River. The Big Creek WRF integrates advanced membrane bioreactor (MBR) technology. Despite its increased flow capacity, the plant reduces discharge of nutrients to the river by up to 50% compared to current permit limits, cutting nitrogen and phosphorus waste load by more than 250,000 pounds annually. It is described as the largest MBR facility in the United States operating in a pure gravity mode, eliminating the need for permeate pumping and ensuring resilience during extreme conditions, such as 500-year flood, saving the county $13 million in operational costs over 20 years. The six-year project timeline included the COVID-19 pandemic, supply chain disruptions, hyperinflation in construction costs, and maintaining uninterrupted operation of the existing plant during construction.

Cascade Environmental, LLC

Aquifer Drilling and Testing (ADT), a Cascade Company, collaborated with HRP Consultants on a project involving dated bedrock wells with permanent casings installed to monitor and treat chlorinated solvents and metals in water-bearing rock fractures. ADT had four mobilizations totaling more than 80 days of work to over-drill and reinstall existing steel casings into the top of the bedrock. This required widening the diameter of the open rock portion below the steel casing and drilling beyond 200 feet to locate migrating contaminants. Sonic rigs of various sizes and strengths were used, along with small Direct Push Technology (DPT) machines due to site access limitations. Portions of the work were conducted inside an active warehouse or garage space attached to offices. Coordinating health and safety, noise, dust, parking, restoration, access, water disposal, and out-of-town stays for crews from both groups was a continuous challenge throughout the project.

Cascade Environmental, LLC

TerraTherm, a Cascade Company, completed an in situ thermal treatment project at the ABC Cleaners Superfund site under subcontract to EA Engineering. Regulatory oversight was provided by U.S.EPA and the North Carolina Department of Environmental Quality. The project addressed a CVOC DNAPL source zone beneath a former dry cleaner and adjacent retail store, targeting contaminants including PCE and TCE. ABC Cleaners was one of the earliest identified contaminant source zones impacting drinking water wells at Marine Corps Base Camp Lejeune. Thermal Conduction Heating (TCH) with supplemental Steam Enhanced Extraction (SEE) was conducted across an 8,692-sq ft treatment area to depths from 20 to 66 feet for a total treatment volume of 11,688 cubic yards, using both vertical and angled heaters and extraction wells. Detailed daily monitoring tracked progress and ensured proper operation. Objectives included achieving target temperatures of 100°C and reducing soil PCE concentrations to less than 0.0063 mg/kg while minimizing retail store disruptions. Heating spanned 145 days, plus 28 days of vapor extraction and cooling.

EA Engineering, Science, and Technology, Inc., PBC

EA’s Pickle Pond Restoration Project in Superior, Wisconsin, exemplifies a holistic approach to environmental remediation and habitat restoration by balancing ecological goals with community needs and setting a precedent for future projects. Led by EA and a multi-disciplinary team, the project addressed historical contamination from raw sewage and runoff, which posed health risks and degraded wildlife habitat. Challenges included managing contaminated sediment, improving water quality, and enhancing habitat conditions for fish, waterfowl, and other wildlife. The project involved dredging to remove 16,500 cubic yards of contaminated sediment, resulting in an approximately 90% reduction in mercury, lead, and polycyclic aromatic hydrocarbons. The project created diverse habitats, including deeper areas to improve water temperatures and dissolved oxygen levels, and emergent wetlands to divert stormwater flow.

The project also focused on improving plant communities by removing invasive species and planting native vegetation. Installation of fish habitat structures, nesting boxes for birds, and turtle loafing areas contributed to restoration efforts. The connection between Pickle Pond and Barker’s Bay has been restored for the first time in over 130 years with new and enlarged openings to re-establish circulation and connectivity with the bay to improve habitat suitability for a broader range of species and recreational opportunities for people.

Citadel EHS 

Citadel EHS provided expert environmental health and safety (EHS) consulting services in support of the California State University (CSU) system during a high-stakes Private Attorney General Act (PAGA) lawsuit. Engaged by Evans Fears & Schuttert LLP, Citadel’s Industrial Hygiene & Safety Practice Leader Scott Brehmer, MPH, CIH, CSP, CFPS and Citadel’s CEO Loren Witkin were part of a group of industry professionals that delivered comprehensive expert litigation support that was significant in preparing a successful defense for CSU. The case, Shepler v. Board of Trustees of the CSU, had significant financial implications, with potential exposure of tens if not hundreds of millions of dollars to the university system and California taxpayers. Citadel’s role included detailed review of case file records, on-campus inspections, interpretation of Cal/OSHA regulations, analysis of alleged violations from the plaintiff, and consultation on Cal/OSHA inspection procedures. Citadel’s expert analysis provided critical insights that guided the legal team’s strategy. Additionally, Citadel actively participated in meetings to refine the defense approach and delivered other EHS-related consulting services as required. While the case has yet to be fully resolved, the court has ruled that the plaintiff is precluded from further pursuing action against the CSU system.

GHD / ET Design Build

GHD worked as lead design firm alongside contractor ET Design Build on WIN Waste Innovations’ Ohio Landfills Desulphurization Projects to address hydrogen sulphide (H2S) emissions from two landfills in the cities of Fostoria and New Lexington, Ohio. These projects represent the largest application of desulphurization technology for landfill gas in the United States. When WIN began operating the landfills in 2019, it inherited significant challenges related to reducing the amount of hydrogen sulfide gas emanating from the landfills. In 2023, WIN brought online landfill gas desulfurization systems removing more than 99% of the H2S and eliminated sulfur odors. The ongoing next phase is converting the treated gas into renewable natural gas and avoiding more than 120,000 tons of CO2 emissions yearly.

Groundwater and Environmental Services, Inc. (GES)

GES is recognized for its response to an emergency brine release for an energy client at a Louisiana well pad site. Approximately 1,900 barrels of produced water impacted 11 acres, threatening soil and potentially shallow groundwater. Chloride concentrations reached up to 19,000 mg/kg, far exceeding typical levels, and no Louisiana DEQ standard existed for chloride in soil. The release posed significant environmental risks, requiring swift action to prevent further contamination and mitigate ecological damage. Within 48 hours, GES mobilized a team of 30 environmental specialists to manage the release and initiate remediation. Using real-time data and GIS modeling, the team assessed contamination and guided remediation efforts. Soil remediation targeted an interim chloride goal of 1,000 mg/kg, applying excavation for off-site and on-site treatment. Ecological assessments evaluated impacts on sensitive habitats, while site restoration involved backfilling with clean soil and reestablishing native vegetation for long-term recovery. GES’s rapid response successfully prevented contamination to a nearby creek and a secondary water source for the local municipality while restoring the site to pre-release conditions. Ongoing monitoring continues to evaluate the success of revegetation.

ICF

ICF, supporting the Bay Delta Office of the Bureau of Reclamation, was the lead consultant for a new plan for the long-term operation of California’s Central Valley Project and State Water Project. The plan was formally approved with a record of decision (ROD) published on December 20, 2024. Adoption of the plan, which presents a path forward with more predictable actions to protect endangered fish and more reliable drought response, required consultation under the Endangered Species Act (ESA) and review under the National Environmental Policy Act (NEPA). The plan was completed in coordination with partners from the California departments of Water Resources and Fish & Wildlife, U.S. Fish & Wildlife Service, and National Marine Fisheries Service. Efforts to complete the updated operating plan spanned three years and included over 300 meetings and the involvement of nearly 70 interested parties representing unprecedented engagement with the communities affected by the decision. “Signing of the record of decision represents a significant milestone in the continued operation of our state’s critical water system,” said California-Great Basin Regional Director Karl Stock. “We have worked diligently with our partners to build a plan for operations today that enables us to factor in evolving science for improving the future of our communities, farms, and fisheries.”

This expansion includes the prestigious Barrow Island LNG development, recognized as the world’s largest LNG project. In addition to this major milestone, Chevron has selected the Locus Platform for comprehensive waste management on a global scale, further solidifying Locus’s position as a trusted partner for environmental data management and compliance solutions. This partnership underscores Locus’s ability to deliver scalable, innovative solutions that meet the complex needs of a global energy leader. Locus also completed significant rollouts at the Port of Seattle and the Port Authority of New York and New Jersey. For both ports, Locus software is the linchpin for cross-functional sharing of data that influences distinct aspects of operations, including permit compliance, ESG disclosures, and clean construction.

Midpeninsula Regional Open Space District

California State Route 17 (SR 17) fragments over 30,000 acres of open space in the Santa Cruz Mountains, limiting wildlife habitat connectivity and preventing the completion of several major trail systems. The Midpeninsula Regional Open Space District (Midpen), in cooperation with Caltrans and the Santa Clara Valley Transportation Authority, will construct a wildlife undercrossing and a separate multi-use trail overcrossing of SR 17 near Lexington Reservoir, south of Los Gatos. The final environmental document for the Highway 17 Wildlife and Regional Trail Crossings and Trail Connections Project was approved in September 2024, and detailed design is under way. The project originated in 2008, when Midpen began studying solutions to a roadkill hotspot for mountain lions, deer, and smaller animals near Lexington Reservoir. The project will improve wildlife passage in the project area, increase motorist safety, and maintain healthy wildlife populations through improved habitat connectivity. The project will also connect over 50 miles of regional trails and numerous public open spaces. Midpen is also working with regulatory agencies on a potential Mitigation Credit Agreement (MCA) that could generate credits for wildlife connectivity and species such as mountain lion. If adopted, the MCA would be the first of its kind in California.

Pinyon Environmental, Inc.

The CDOT North I-25 Express Lanes Design-Build Project showcases innovative environmental stewardship and collaboration, advancing infrastructure while protecting and enhancing natural resources. The Kraemer-IHC JV constructed project, spanning 20 miles between Johnstown and Fort Collins, addresses rapid regional growth with significant roadway improvements, including express lanes, new interchanges, and transit enhancements. Construction efforts included replacement of two I-25 bridges and one frontage road bridge over the Big Thompson River. The interdisciplinary team supporting CDOT, including Pinyon Environmental, Kraemer-IHC, RS&H (lead designer), and JUB (led environmental for owners representative team), collaborated to plan and execute the work through design and construction phases. Coordination during hydraulics modeling avoided a rise in water surface elevation while minimizing environmental impacts, including those to Preble’s Meadow Jumping Mouse (PMJM) habitat and Waters of the United States, while creating a resilient long-term solution benefiting the travelling public. Pinyon contributed pivotal expertise in environmental compliance and biological resource management. Achievements included securing approvals under Senate Bill 40 for critical waterway structures, crafting a Biological Assessment to safeguard species like PMJM and implementing a combined on/off-site mitigation plan, coordinating with USACE for Section 404 approval, and ensuring compliance with the Migratory Bird Treaty Act/Bald and Golden Eagle Protection Act.

Public Services and Procurement Canada

Giant Mine is located on Chief Drygeese Territory, the traditional land of the Yellowknives Dene First Nation within the Mowhi Gogha De Niitlee Nitaee boundary as defined in the Tlicho Land Claim and Self Government Agreement and on the traditional homelands of the North Slave Métis Alliance in Northwest Territories, Canada. In 2005 the Governments of Canada and the Northwest Territories agreed to undertake the ambitious and necessary work to remediate the site. The Giant Mine Remediation Project is one of the most expensive federal environmental cleanups in Canada’s history. Comprised of 2,300 acres, eight open pits, four tailings ponds, and 100 buildings in disrepair, the site is contaminated primarily with arsenic, petroleum hydrocarbons, asbestos and lead. Teaming in 2009, AECOM and WSP embarked on extensive remedial activities including rehabilitation of tailings, management of contaminated soils, identification and evaluation of borrow sources, mine water treatment, surface water management, underground stability, highway re-alignment, demolition and debris removal, open pit closure, and mine openings to surface closure. The team developed a lower-risk chamber and stope freeze design that will contain the arsenic trioxide underground in a frozen shell rather than bringing it to the surface.

Resilient Analytics, A Stanley Consultants company

Resilient Analytics, a Stanley Consultants Company, is recognized for analyzing the impact of rising temperature on water utility physical infrastructure assets and personnel. Water utilities are grappling with the effects of climate change, particularly rising temperatures, which impact worker safety and equipment lifespans. Resilient Analytics completed a study for the Water Utility Climate Alliance to determine the extent of these issues across five water utilities, quantifying the impacts to personnel and facilities in the years 2030, 2050 and 2070. Resilient Analytics developed a methodology to analyze temperature-induced equipment degradation in the context of climate projection data of future temperature conditions. The impacts on personnel were quantified by assessing the costs related to productivity losses driven by worker safety policies during periods of extreme heat. Utility-specific results were achieved through the use of localized climate model data and tailored input data. The study concluded that a warming climate has many deleterious effects likely to be felt by utilities within the next decade, if not immediately, and thus adaptation options should be considered in the near term as well as in the longer-term strategic planning process. Preemptive planning can help to mitigate the impact of rising temperatures on utility personnel and facilities.

Rincon Consultants

In 2024, Rincon Consultants led the regional Ramona-Barona Climate Collaborative made up of the Ramona Municipal Water District (RMWD), the Barona Band of Mission Indians, and the Ramona Planning area in San Diego County.  This collaboration was developed through a $600,000 grant from the Governor’s Office of Land Use and Climate Innovation Integrated Climate Adaptation and Resiliency Program (ICARP) – Adaptation Planning Grant Program to develop a Climate Adaptation and Action Plan (CAAP).The Collaborative’s goals include achieving a sustainable and resilient future by protecting natural resources, preparing for cascading climate impacts such as extreme heat, water shortages, flooding, wildfires, and health challenges, and integrating adaptation and mitigation into standard practice. Rincon is providing climate analysis and planning services to develop the CAAP that emphasizes equitable, community-driven planning, identifying critical vulnerabilities and cost-effective strategies to reduce GHG emission and increase resilience while fostering shared decision-making. Rincon helped secure $10M in grant funding to establish the Ramona Community Resilience Center that is retrofitting existing facilities into a gathering space and emergency shelter, creating a regional model for climate resilience.

San Diego Gas & Electric (SDG&E)

In 2024, SDG&E completed a multi-year project to remove existing power lines and restore biodiverse wetlands within the San Dieguito and Los Penasquitos Lagoons and Torrey Pines State Natural Reserve located along the San Diego coastline. In collaboration with the cities of San Diego, Del Mar and Solana Beach, U.S. Fish & Wildlife Service, California State Parks, California Coastal Commission, and the 22nd Agricultural District, SDGE started the project in 2022 and completed work with the removal of the final two transmission poles. In total, SDGE removed 35 large poles along a six-mile transmission line using helicopters to cut and transport materials with minimal disruption to these sensitive habitats and the species that occupy them. In addition to pole removal, two distribution circuits were placed underground in both Del Mar and Sorrento Valley, and a transmission line was reconfigured and placed underground along the main thoroughfare Via de la Valle.

SCS Engineers & Grow America

Grow America and Casa Ramona won a $4.9-million Site-Specific Cleanup Grant. SCS Engineers led the grant application and is the environmental consultant implementing funded restoration efforts. Casa Ramona has served the San Bernardino, California, community for several decades as a community-based non-profit organization. Debris from fire and demolition had left lead and asbestos-containing materials on its proposed site for community services, including child care and senior housing. With funding under the ECRG grant, SCS performed the priority cleanup activities: removal, packaging, and disposal of lead and asbestos materials and removal of possible asbestos-impacted soil following the South Coast Air Quality Management District Procedure 5. The community can now reuse the site for crucial low-income senior housing and a community center.

Stantec

Stantec is recognized for its instrumental role in the City of San Diego’s visionary Pure Water San Diego program. Since 2015, Stantec and its project partners have provided essential program management and engineering technical services, contributing significantly to this multibillion-dollar potable reuse initiative. Phase 1 of the program, approved by the City Council in 2014, is currently under construction in the northern part of the city, with Stantec overseeing program management. This phase is expected to produce water by 2026. In May 2024, Stantec was selected for Phase 2 to provide comprehensive services, including program management, planning, regulatory, technical engineering, operational readiness planning, and construction support for the development of advanced water treatment facilities, water reclamation plants, pump stations, and pipelines. Stantec’s involvement is crucial in addressing San Diego’s water needs, especially given the region’s reliance on imported water. The Pure Water San Diego program aims to supply up to half of the city’s drinking water through advanced water treatment processes, significantly reducing ocean discharges.

Tetra Tech, Inc.

Advanced Nitrogen Removal at Hampton Roads Sanitation District (HRSD) Nansemond Treatment Plant project is helping HRSD in Virginia to execute a bold vision to address critical environmental challenges. Sea level rise, saltwater intrusion, and aquifer depletion are among the challenges being addressed by recharging the Potomac Aquifer with SWIFT Water treated to meet drinking water quality standards and match the aquifer geochemistry. Central to this vision is the Nansemond Treatment Plant Advanced Nutrient Reduction Improvements project being delivered using design/build led by Garney Construction as the contractor and Tetra Tech as the lead engineering designer. Tetra Tech’s engineering design team developed innovative engineering design solutions that met current project requirements and anticipated future regulatory requirements. One innovation was integration of the Partial Denitrification-Anammox (PdNA) process, an advanced nitrogen removal technique developed by HRSD research, that offers substantial capital and operational cost savings while reducing the carbon footprint. PdNA is a sophisticated biological process that enhances nitrogen removal efficiency by combining AvN® control with partial denitrification with the anammox bacteria. This solution reduces the need for methanol, thereby lowering operational costs, but also decreases oxygen demand, leading to significant energy savings and providing a significant intensification benefit that can be realized through plant capacity gains.

Weston Solutions Inc.

USACE and American University (AU) in Washington, D.C. grapples with a unique historical legacy: the former American University Experiment Station (AUES), a World War I era site where chemical warfare agents like mustard gas and Lewisite were developed and tested. Buried beneath the campus lies a significant volume of hazardous debris, posing potential risks to the university community and future development. Weston Solutions implemented an innovative, 205-foot-long winged retaining wall system designed and installed to excavate 15 feet of contaminated soil within the densely populated urban environment. The approach mitigated the risk of slope failure to surrounding utilities/structures and ensured worker safety during the excavation. The project resulted in the successful removal and proper disposal of 1,453 cubic yards of contaminated soil, including the recovery of nine suspected chemical warfare items, 164 pounds of broken lab glass, and 275 pounds of munitions debris.

Weston Solutions Inc.

In August 2023, following the devastating Maui wildfires, the EPA and Weston Solutions, Inc. collaborated to develop the The Maui Method, an innovative process for safely remediating lithium-ion batteries (LIBs). This groundbreaking approach, approved by the EPA and DOT, has already been successfully used to recycle 30 tons of damaged LIBs. Encouraged by this success, Weston spearheaded the San Diego LIB Field Experiment to enhance our understanding of the risks associated with LIB fires. This collaborative project involving the EPA, San Diego Fire Department, and other stakeholders, included initiating or instigating thermal runaway events—an uncontrolled self-sustaining temperature increase—on over a dozen different LIB packs in a controlled shed environment using various battery chemistries, sizes, and states of charge. Through rigorous scientific investigation and advanced air monitoring and sampling, Weston identified significant public health and environmental risks, including the release of toxic gases and alarming quantities of heavy metals on every run. Findings are now informing best practices for first and second responders, guiding regulatory decisions and driving research by CDC-NIOSH.

WSP

Through a unique multi-agency partnership between New Jersey’s Department of Transportation, Department of Environmental Protection, and Economic Development Agency, WSP’s Abbotts Meadow Restoration project is a model for ecological restoration that advances the State’s clean energy and decarbonization goals. The Abbotts Meadow project restored 365 acres of the Abbotts Meadow Wildlife Management Area through the beneficial reuse of 600,000 cubic yards of fine-grained dredged material from another project. To the south, a new port was under construction to serve the emerging offshore wind industry and support New Jersey’s clean energy transition, requiring access to navigable waterways and creation of new channels to connect to deep water in Delaware Bay. As project lead, WSP designed the restoration and beneficial use project from concept to full engineering and permit approvals to hydraulically pump sediment five miles upstream to the Abbotts Meadow site. Relocated dredged sediment raised the marsh elevation, re-established tidal marsh vegetation, increased sedimentation rates, facilitated marsh migration and climate change adaptation, and prioritized a habitat restoration approach supporting critical avian species. Work included hydrologic/hydraulic modeling and incorporated sea level rise analysis to inform target elevations and anticipate higher levels of saturation and flooding.

100-YEAR RECOGNITION
Fuss & O’Neill
Civil and environmental engineering firm Fuss & O’Neill celebrated its 100th anniversary in 2024 and marked the occasion by unveiling a new brand identity and tagline, Solve Better. Go Further. The company also relocated its headquarters from Manchester to downtown Hartford, Conn., where it will occupy 25,000 square feet in the Gold Building. Fuss & O’Neill began in 1924 as a one-person survey practice out of the home of Hayden Griswold; today it is a full-service, multidisciplinary firm with around 400 employees and 11 offices throughout New England and New York. Services include environmental engineering, natural resources, water and wastewater engineering, and climate resilience and sustainability. Among the firm’s recent projects: design of the first completed Green Street in New England, and design of a one-of-a-kind structure that will help restore 1,100 acres of former salt marsh – the largest salt marsh restoration project ever undertaken in the Northeast. Fuss & O’Neill has also been an early adopter of adaptive reuse, transforming former brownfields sites into housing developments, mixed-use spaces, and schools.
130-YEAR RECOGNITION
Freese and Nichols
Freese and Nichols celebrated its 130th anniversary in 2024. Headquartered in Fort Worth, Texas, Freese and Nichols traces its roots back to Major John Hawley, the first independent consulting engineer for water and sewer work in Texas. Today, Freese and Nichols is a privately owned engineering, planning and consulting firm with 1,200 professionals and 34 offices serving clients nationwide. Freese and Nichols marked the year with a series of posts entitled Leaders and Legacies that recognized the contributions and vision of its past leaders. The company also commemorated its legacy by chronicling its achievements based in part on the books A Century in the Works, covering 1894 to 1994, and Continuing the Journey, covering 1995 to 2015. Over the decades, Freese and Nichols has pioneered several environmental industry niches, including design of the nation’s first large dual-purpose reservoir, early adoption of the activated sludge process, and introduction of root dendrogeomorphology to the United States. Freese and Nichols was ranked as the #40 on EBJ’s list of environmental consulting & engineering firms based on 2023 environmental revenues of $238 million out of total gross revenues of $326 million.
